Exclusive: EU's Breton plans consultation on Big Tech and telecoms network costs

EU Commissioner for Industry Thierry Breton is ready to launch the consultation on whether big tech should bear part of the cost of telecoms networks. He said this on Tuesday ahead of the Mobile World Congress in Barcelona from 27 February to 2 March. Asked when the consultation would be launched, Commissioner Breton told Reuters, "Wait for my speech at Barcelona. Yes, I will announce it soon. At Barcelona."

The consultation is expected to last about 12 weeks before the European Commission presents a legislative proposal, which must be drafted by EU countries and EU lawmakers before it can become law. Breton said he was confident the process could be completed by the end of the year. "We will have time, yes," he said.

The future of telecommunications: the role of telecom companies and big tech
 

Should Big Tech pay for a "fair share" of network infrastructure, since their services make up more than half of internet traffic? And if so, what would be the right regulatory framework?

This online roundtable organised by the Robert Schuman Centre for Advanced Studies late January focused on the challenges raised by very high-capacity networks and fosters reflection on the potential future scenarios involving big tech. Speakers -including our Deputy Director General Alessandro Gropelli and our Senior Director of Regulatory Affairs Maarit Palovirta- assessed the pros and cons of big tech contributions to funding network investments, and give their perspective on what are the most appropriate regulatory strategies to approach these matters.

Relevant issues discussed include net neutrality, strategic autonomy, and the new immersive world of Web 3.0 and the Metaverse.
